She currently serves as Chief Technology Officer (CTO) for OT, ICS and Automation at the Albanian Power Corporation (KESH), where she contributes to strengthening the security, resilience, and digital transformation of critical energy infrastructure.

Previously, she served as the first Director of Monitoring and Incident Response at Albania’s National Cyber Security Authority (AKSK), leading the National SOC CSIRT and playing a central role in strengthening Albania’s national cyber defence and incident-response capabilities following the 2022 nation-state cyberattacks.

Esmeralda has represented Albania in international cybersecurity and policy engagements and works at the intersection of technology, national resilience, critical infrastructure, and international cooperation. She is a CISA-certified professional with extensive experience in highly regulated industries, including gaming, banking, digital identity, and consulting.

Throughout her career, she has held senior security roles at Sisal, ALEAT/IDEMIA, BKT, and KPMG Albania, leading initiatives across cyber risk management, security operations, identity governance, vulnerability management, and digital resilience.

Vigan Raca is a DevOps Engineering Lead at Raiffeisen Tech Kosovo with over 18 years of experience in cloud infrastructure, automation, and CI/CD. He specializes in Kubernetes, Docker, and multi-cloud platforms including AWS, Azure, and GCP. Vigan holds a PhD in Informatics and combines strong technical expertise with leadership in delivering scalable, reliable solutions and mentoring teams.
